Honduras: “Otro defensor necesita protección tras el asesinato de Berta Cáceres” – Experto de la ONU

GINEBRA (10 de marzo 2016) – El Relator Especial de las Naciones Unidas sobre la situación de los defensores de los derechos humanos, Michel Forst, pidió hoy al Gobierno de Honduras que garantice la seguridad y la protección del activista mexicano Gustavo Castro Soto, quien resultó herido durante el asesinato de Berta Cáceres.

Las autoridades hondureñas impidieron el regreso a México del Sr. Castro Soto, defensor de derechos del medio ambiente y de la tierra y fundador de la organización Otros Mundos. Se ha emitido una alerta migratoria de una duración de 30 días que impide al defensor salir del país, pero la justificación de esta alerta no está confirmada.

“Exhorto a las autoridades hondureñas a garantizar que la vida del Sr. Castro Soto no corra más riesgos en el país y a permitir que regrese a México lo más pronto posible”, expresó el Relator a la vez que hizo notar el acompañamiento proporcionado al activista por la Embajada de México en Tegucigalpa.

“Ya es hora de que el Gobierno de Honduras intervenga de forma concreta en la situación de flagrante impunidad ante el creciente número de ejecuciones de defensores de los derechos humanos, en particular de los que defienden los derechos del medio ambiente y de la tierra en el país”, recalcó el Sr. Forst.

Asimismo, el Relator Especial insistió en que el Gobierno hondureño debe  asegurar que se lleve a cabo una investigación inmediata, independiente e imparcial de la muerte de Berta Cáceres.

“El asesinato de Berta es una trágica llamada de atención al Estado hondureño, para que prevenga estos actos de violencia, proteja a los defensores de derechos humanos y lleve a los responsables ante la justicia,” señaló el experto.

“Gustavo Castro Soto debe recibir de forma inmediata una protección eficaz y una salida hacia su país”, concluyó el Relator Especial expresando grave preocupación por la seguridad del defensor mexicano en Honduras.

La declaración de Sr. Forst también ha sido respaldada por Relator Especial sobre los derechos a la libertad de reunión pacífica y de asociación, Maina Kiai; el Relator Especial sobre la promoción y protección del derechos a la libertad de opinión y de expresión, David Kaye y el Relator Especial sobre la cuestión de las obligaciones de derechos humanos relacionadas con el disfrute de un medio ambiente sin riesgos, limpio, saludable y sostenible, John Knox.

El Sr. Michel Forst (Francia) fue designado Relator Especial sobre la situación de los defensores de derechos humanos por el Consejo de los Derechos Humanos de la ONU en 2014. El Sr. Forst tiene una vasta experiencia en el tema de los derechos humanos, específicamente sobre la situación de los defensores de derechos humanos. Fue Presidente de Amnistía Internacional (Francia) y Secretario de la primera Cumbre Mundial sobre Defensores de Derechos humanos en 1998. Honduras: “Another defender needs protection after Berta Cáceres’s killing” – UN expert

GENEVA (10 March 2016) – The United Nations Special Rapporteur on the situation of human rights defenders, Michel Forst, today called upon the Government of Honduras to ensure the safety and protection of Gustavo Castro Soto, Mexican defender, who was hurt during the assassination of Berta Cáceres.

Honduran authorities prevented Mr. Castro Soto, founder of the organization Otros Mundos and defender of land and environmental rights, from leaving the country for Mexico. He is prevented from leaving Honduras for 30 days due to a ‘migratory alert’, but the grounds for this alert are yet to be confirmed.

“I urge the authorities of Honduras to guarantee that the life of Mr. Castro Soto is not put to risk and to allow his return to Mexico as soon as possible”, expressed the Rapporteur, while noting the assistance provided to the defender by the Mexican Embassy in Tegucigalpa.

“It is high time that the Government of Honduras addressed the flagrant impunity of the increased number of executions of human rights defenders in the country, especially targeting those who defend environmental and land rights,” Mr. Forst stressed.

Additionally, the Special Rapporteur insisted that the Government of Honduras should make sure that an immediate, independent and impartial investigation takes place on the death of Berta Cáceres.

“Berta’s assassination is a tragic wake-up call for the State to prevent such murderous acts, protect defenders and bring the responsible criminals to justice,” the Rapporteur noted.

“Gustavo should immediately be provided with effective protection and permitted to return to his country,” he concluded, expressing deep concern for the safety of the Mexican defender while he remains in Honduras.

The statement by Mr. Michel Forst has been endorsed by the UN Special Rapporteurs on the rights to freedom of peaceful assembly and of association, Maina Kiai; on the promotion and protection of the right to freedom of opinion and expression, David Kaye and on the issue of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment, John Knox.

Mr. Michel Forst (France) was appointed by the Human Rights Council as the UN Special Rapporteur on the situation of human rights defenders in 2014. Michel Forst has extensive experience on human rights issues and particularly on the situation of human rights defenders. In particular, he was the Director General of Amnesty International (France) and Secretary General of the first World Summit on Human Rights Defenders in 1998.
